Anonymous Racist Bullies On Youtube

Recently, I was browsing on youtube when I came across an anonymous username ("WindchaseRTeatshit")posting hundreds and hundreds of racist comments all over multiple videos about China calling the people there "chinks" (and in case some of you didn't know, chinks is equivalent to the word "N****s" So I thought sure, maybe I should fight back and insult him (stand up for the others), but it only got worst. For every one response I posted, he sent me 3-4 more. Each racist and insulting comeback he posted had something to do with "Chinks are coackroaches, they're the scum of the Earth" or " Let's have a repeat of the Nanjing rape" or "You chinkwomen are sluts, you sleep with the japanese soldiers" I thought I could just ignore it, but it's been getting worst. And yes, if you were wondering, I did block him, but instead, he stalked me to a video I commented on and responded to me there! I've heard from many other users there that this has not been his first racist account. But previously, he has had many others (but they were all shut down) However, Youtube has done nothing to permanently stop him. I've reported him on numerous occasions, but nothing has happened. Please, Can someone permanently ban him from youtube? Please,Can someone help?
